General Guidelines

1. OBJECTIVES OF RESIDENT ENGINEER (TUNNEL) AND RESIDENT
TECHNICAL OFFICER (TUNNEL) ACCREDITATION SCHEME


The main objective of the Accreditation scheme for Resident Engineers (RE)
and Resident Technical Officer (RTO) specialising in tunnelling works is to
equip and enhance the construction industry with the special skill, care and
attention required during the construction of tunnelling works with respect to
quality, workmanship, safety and occupational health. The other objectives are
to promote learning, training and continued education of the individuals and
recognition for their skill and expertise in this specialised field.
The RE and RTO with accreditation in the specialised field of tunnelling will
be referred to as RE (Tunnel) and RTO (Tunnel).

2. DEFINITION OF TUNNELLING WORKS

The definition of tunnelling works is as follows:
(i) Mechanised tunnelling and
(ii) Sprayed Concrete Lining (NATM) / mined excavations / hand dug excavations.

3. FUNCTION OF RE (TUNNEL) AND RTO (TUNNEL)

Resident Engineer (Tunnel) and Resident Technical Officer (Tunnel) are
individuals with appropriate educational qualifications, training and possessing
minimum two years of relevant experience to undertake the site supervision of
tunnelling works. Their main functions are to assist the Qualified Person (QP) in
ensuring the integrity and performance of the tunnel structure and maintaining a
high standard of safety and quality during the construction of the works.

4. FUNCTION OF TUCSS WITH RESPECT TO THE ACCREDITATION OF
RE (TUNNEL) AND RTO (TUNNEL)


Institution of Engineers Singapore (“IES”), Association of Consulting Engineers
Singapore (“ACES”), and Tunnelling and Underground Construction Society
Singapore (“TUCSS”) will jointly conduct the Accreditation scheme for RE
(Tunnel) and RTO (Tunnel) following the guidelines set by the BCA under the
IES/ACES implementation framework.

IES/ACES secretariat will process all accreditation applications and refer
those applications for RE (Tunnel) and RTO (Tunnel) to TUCSS for review
and recommendation.

TUCSS Accreditation Committee will conduct evaluation, assessment and/or
interview of applicants for RE (Tunnel) and RTO (Tunnel) and make
recommendation to IES/ACES registry secretary on the acceptance or rejection
of the application.

TUCSS will organise training courses, seminars, workshops, and conferences
related to tunnelling to meet the training and professional development needs
as well as for the yearly renewal of the accreditation registration. TUCSS will
be responsible for publicising, conducting and allocating training hours related
to these.

5. RE (TUNNEL) and RTO (TUNNEL) ACCREDITATION COMMITTEE

The RE (Tunnel) and RTO (Tunnel) Accreditation Committee shall be the
assessing body for academic qualifications and working experience required for
accreditation of RE (Tunnel) and RTO (Tunnel).

The Accreditation Committee is not bound to accept any application
notwithstanding that the applicant may have complied with the minimum
requirements as set forth in this terms and conditions for accreditation. Further,
the applicant is also deemed to accept that the Accreditation Committee is not
bound to assign any reasons for rejecting application or for making
recommendation for the removal of an individual from the Accreditation Register.

The Accreditation Committee reserves the right to review the accreditation status
of the individual RE (Tunnel) and RTO (Tunnel) from time to time.

The Accreditation Committee shall make recommendations for the removal of the
individual from the accreditation register if he/she fails to fulfill the accreditation
requisites.

6. DISCLAIMER

The accreditation of an individual should not be taken as an endorsement or
acceptance of the individual’s performance. TUCSS and the RE (Tunnel) and
RTO (Tunnel) Accreditation Committee shall bear no liabilities arising directly or
indirectly from the accreditation of the RE (Tunnel) and RTO (Tunnel).
