Discussion of Potential
Misconceptions related to Rock Mechanics Practices at Tunnelling Projects in
Singapore

ABSTRACT
Presentation focuses on two selected observations in the context of the current practices of addressing rock and rock mass on Singapore projects. While one observation is related to the classification of rock mass, the other observation is related to the definition of a very complex term, the “stand-up time”. The lecture will present discussion of potential misconceptions and misunderstandings on the two subjects but also offer explanations and suggestions on possible future advances targeting to eliminate such potential shortcomings.
SPEAKER
Dr Oskar Sigl has been working in Singapore since 1997, was the president of the Society for Rock Mechanics and Engineering Geology (SRMEG) in Singapore from 2021 – 2023 and has also served on the TUCSS committee several times.
In addition to the registration as ordinary Professional Engineer (PE-Civil), Oskar is also registered with the Professional Engineer Board of Singapore as PE-Geo, PE-Tunnel and AC-Geo.
He graduated as Diploma Engineer (MSc) 1985 from Technical University of
Graz (Austria), in Civil Engineering specializing in geotechnics and soil
mechanics. In 1991, after working for five years as Teaching Assistant at the
Institute for Geomechanics and Tunnelling, he achieved with distinction the PhD
in mining engineering at the Mining University of Leoben (Austria). With more than 35 years of experience, he was
involved in the design of tunnelling works for a large variety of major
underground structures such as subways, railways, roads, power transmission
cables, sewerage mains, underground storage schemes and caverns.
In Singapore, Oskar has been involved in the detailed design of almost
all major underground infra structure projects. This includes the North East
Line, Circle Line, Downtown Line, Thomson-East Coast Line MRTs, the SPPA high
voltage transmission cable tunnel project, the Kallang Paya Lebar and Marine
Costal Expressways, the Deep Tunnel Sewer System, Cross Island Line, and many
more.
Outside of Singapore, Oskar was involved in leading roles in the design of underground subway systems in Dubai, Perth, Hong Kong, Kuala Lumpur as well as the design of underground oil and fuel storage cavern schemes in Saudi Arabia, India and the UAE.

The Annual Lecture will take place at LTA Auditorium at 1 Hampshire Road Singapore 219428 on Wednesday, 13 November 2024 at 19:00hours. The presentation will be approximately 45 mins long with 15 mins of questions/discussion afterwards.
